The Municipal Court Clerk Certification Program was established by TMCEC in association with the Texas Court Clerks Association, the Texas Municipal Courts Association, and Texas State University in San Marcos, to encourage professional development and educational growth. Program participants achieve certification upon successful completion of each of the three levels, earning the titles of Certified Court Clerk Level I, Certified Court Clerk Level II, and Certified Municipal Court Clerk (CMCC). At each level, a test is administered to guage the skill-level and aptitude of the professional seeking certification. TMCEC has developed study materials to prepare program-participants and other court support personnel to better understand the law, procedure, and responsibilities of the municipal court clerk.

The third level of the Court Clerk Certification Program is achieved by passing an exam testing the participants' knowledge of 15 required management and administration books. A list of study questions for the Certified Municipal Court Clerk exam are available as a preparatory aid.
